The Project.  A comprehensive update to the City of Dixon’s Zoning Code and Map to create a concise and user-friendly set of regulations that serve as an effective tool to implement the recently adopted General Plan, shape future growth, and help realize the community’s vision of preserving and enhancing the small town character, while also providing for new growth that enhances quality of life, including new jobs that provide employment for local residents and a range of housing types that will be affordable to people of all ages.

The Result. A set of regulations and procedures that will facilitate local economic development, help bring quality projects to the City, and respond to the community’s desire to preserve and enhance the qualities that make Dixon a great community in which to live, work, and play.

Stockton Development Code Update

Stockton, CA

The Project.  A comprehensive update to the City’s Development Code, consistent with the City’s new General Plan, Envision Stockton 2040. The new General Plan represents a substantial change in direction for future development, shifting from emphasizing growth in “outfill” areas at the periphery of the City to focusing new construction and redevelopment in existing “infill” neighborhoods. The Development Code Update is necessary to reflect this change in policy direction in the land use and development controls that apply to properties. .

The Result. A comprehensively updated Development Code that translates the General Plan vision related to land use and development controls into a user- friendly, legally adequate, and effective set of regulations that are relevant to today’s concerns.

Santa Barbara County Zoning Ordinance Amendment Project

Santa Barbara County, CA

The Project.  An effort by Santa Barbara County to bring certain rules, regulations, and review processes up to date with County goals, and reflect current regulatory, economic, and environmental conditions. The overall objective is to make requirements clear and effective, streamline review processes, and incorporate flexibility to adapt to specific circumstances.

The Result. A set of amendments to the County’s land use and development regulatory documents aimed at technical updates, housing accommodation, and process improvements.

Union City Objective Design Standards

Union City, CA

The Project.  An effort to create objective development standards in order to achieve high-quality multi-family and residential mixed-use development projects consistent with recent State legislation that require that the City review new multi-family developments and residential mixed-use developments solely against objective standards rather than through subjective standards open to interpretation.

The Result. Objective design and development standards for zoning districts that allow multi-family and/or mixed-use residential development as a permitted or conditional use to ensure high-quality design, provide property owners and developers with greater clarity and predictability, streamline the development review process, and comply with recent state housing laws.

San Leandro Multi-Family and Mixed-Use Development Standards

The Project.  The Zoning Code Update project was initiated to update Calaveras’s regulation of land use and development, bringing it up to date to reflect current uses and practices and creating a concise and user-friendly set of regulations to implement the General Plan’s policies and incorporate its carefully crafted direction for the development, preservation, maintenance, and improvement of land and properties.

The Result. A comprehensive update to the County’s Zoning Code to bring it up to date to reflect current uses and practices and create a concise and user-friendly set of regulations to implement the recently updated General Plan.

Alhambra Zoning Code Update

A comprehensive update to the City of Alhambra’s Zoning Code to create a concise and user-friendly set of regulations to help implement the recently updated General Plan’s vision for neighborhood preservation and enhancement, economic development, environmental sustainability, and community health.  

The Result. A state of-the-art, flexible, user-friendly Zoning Code that will serve as an effective tool to promote increased activity, pedestrian focus, and mixed-uses in activity nodes; enhance culturally diverse business districts; and provide appropriate transitions between land uses.

Hermosa Beach Zoning and Subdivision Ordinance Assessment

The Project. An assessment of the City of Hermosa Beach’s Zoning and Subdivision Ordinance ability to implement the City’s General Plan, PLAN Hermosa.

The Result. A set of recommendations, framework, and work plan that set the foundation for an updated Zoning and Subdivision Ordinance that not only complies with state law, but also:

  • Is consistent with and implements the General Plan;

  • Provides clear decision-making protocols and streamlined review processes;

  • Retains the character and scale of the community’s neighborhoods, districts, and corridors;

  • Adds to the economic vitality and promotes adaptive reuse and reinvestment of properties; and

  • Is clear, concise, understandable, and easy to use.

The Project. A comprehensive update to the City’s Zoning Ordinance, originally written in 1990 shortly after incorporation, consistent with the new General Plan. 

The Result. The Zoning Ordinance Modernization Project (ZOMP!) brought the code up to date, adequately reflecting new land use and development objectives and economic development goals. The Zoning Ordinance was published in an interactive format on-line through EnCodePlus. Features include hyperlinked cross references; eReader viewer and printer; connection to an interactive GIS Zoning map; build calculators for parking, landscaping and signage; and document archiving.

The Project. A comprehensive update of the City of Santa Barbara’s Zoning Ordinance, bringing it up to date to reflect best practices and make the ordinance easier to use and understand by all users. 

The Result. A new Zoning Ordinance that: 

  • Is consistent with and implements the General Plan;

  • Is modern and reflects current uses, practices, and development patterns;

  • Provides clear decision-making protocols and streamlined review processes;

  • Addresses previously created nonconforming situations and brings them into compliance to the extent feasible;

  • Promotes adaptive reuse of properties; and

  • Is clear, concise, understandable, and easy to use.
